Abstract : This project explores the role of public procurement as a strategic lever for achieving the Sustainable Development Goals (SDGs) at the subnational level. While SDGs are global in scope, their implementation is largely local—yet territorial disparities persist across high-income countries. By merging two unique datasets—European public procurement records (TED Contract Award Notices, 2006–2023) and OECD regional SDG indicators (2016–2024)—this study analyzes 253 TL2 regions across 29 European countries. It investigates how the structure and sectoral allocation of public procurement (health, education, environment, etc.) influence regional SDG performance. Using a dual time-window approach (10-year and 5-year lags), combined with spatial analysis and regression modeling, the study captures both long-term structural patterns and short-term effects. Results are expected to highlight which types of public investments most effectively support local sustainability and inclusive growth. The project aims to inform policy strategies by demonstrating how targeted procurement practices can reduce inequality, strengthen social cohesion, and accelerate the environmental transition at the territorial scale.
