Energy in the Developing World

Abstract

This lecture will cover recent research at the intersection of environment and energy economics and development economics. Energy policy has created a set of thorny challenges for developing countries. On the one hand increasing access and affordability is critical for growth and poverty alleviation, but on the other hand policies intended to do this (such as subsidising price or expanding coal power) have also led to a host of environmental challenges from air pollution to depleting groundwater tables. These costs directly hinder growth thus offsetting the benefits of cheap power. We are left with several key areas needing new research: (1) how should we reform energy subsidies, (2) how do we design regulation that can tackle environmental externalities in settings wirh low state capacity, (3) how should developing countries think about the trade-off between climate change mitigation which may require raising energy prices versus adaptation which may require expanding access to cheap power.
